LAB Washington LLC's Ash Recycling Facility (ARF) is located at the Roosevelt Regional Landfill (RRLF) at 500 Roosevelt Grade Road, Roosevelt WA 99356. The ARF (operated by LAB Washington LLC) plans to operate under a separate Title V Air Operating Permit from the RRLF (operated by Republic Services Inc). Ecology expects to approve the draft permit application. Ecology will accept written comments on this renewal through May 10, 2019.
The ARF processes incinerator ash at the RRLF Ash Monofill. Ash is stockpiled in a storage bay outside of the ARF and is processed through an impact crusher and sorted according to size. Ash monofill mining, hauling of ash, and (re)placement of ash, are regulated under a separate permit, issued for the RRLF.

The public may request a public hearing. The request must include a reason for the request and why a public hearing is needed. If significant public interest exists, Ecology may hold a public hearing.
Commercial and industrial businesses that emit large amounts of air pollution are required to get an air operating permit. An air operating permit is a master document that lists all of the air pollution requirements that apply to a business or industry. We issue these permits along with other local clean air agencies in Washington.
