We are accepting written comments on the renewal of the Air Operating Permit (AOP) for the Ponderay Newsprint Company's paper mill.
This paper mill is located in Usk in Pend Oreille County with a corporate address of 422767 SR 20, Usk, WA 99180. Ecology expects to approve the draft renewal permit and will accept written comments on this action through Dec. 6, 2019.
The air pollution emitting processes at the facility include wood chip handling; a propane fired boiler; a fluid bed combustor that burns wastewater treatment sludge and wood waste; a thermo-mechanical pulping mill; paper machines; and a wastewater treatment plant.
There are no new emission sources or increases in emissions from the facility's previous AOP permit. This facility doesn't affect the recent reclassification of tribal land to Class I as the facility is located outside the boundary of tribal land. This renewal permit is protective of the Class I area as it doesn't allow for emissions to be visible or detectable beyond the facility property line.

Requests to hold a public hearing may be made within the comment period. The request must include the interest of the requestor and why a public hearing is warranted. If significant public interest exists, Ecology may hold a hearing.

An air operating permit, as mandated by Title V of the Federal Clean Air Act amendments, organizes in one document all of the facility’s air quality regulatory requirements as conditions, emission limits, and work practices of the permit.
