Boise Cascade Wood Products (BCWP) submitted a request to replace three wood residual cyclones at their facility at 1274 S. Boise Road in Kettle Falls. Two of the cyclones are followed by baghouses which are not being altered. One exhausts to atmosphere. All three new cyclones have similar efficiency to the ones being replaced. Therefore, this change is a like-kind replacement requested under WAC 173-400-114: Requirements for Replacement or Substantial Alteration of Emission Control Technology at an Existing Stationary Source. No increase in production or emissions will result from this project.
Ecology plans to approve this request. We will hold a public comment period on a draft approval order ("air permit") that includes this change only if a written request is received by Aug. 23, 2019.

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
