Ecology proposes to approve Darigold's Greenfield air quality notice of construction (NOC) application.

Darigold is a new facility located at 8201 North Railroad Avenue in Pasco, west of Highway 395 and north of the airport. The proposed project is a greenfield dairy-products facility. The facility's air emissions will come from:
- Drying milk to produce powdered milk.
- Natural gas combustion for the boilers and dryer burners.
- Dryer process, which uses aqueous solutions of acid/base cleaning chemicals.
- Natural gas emergency generator.
We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We will hold an online public meeting if there is significant public interest.

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit," because a business must have one before starting construction or operating their business.
