Air Quality Notice of Construction application - Opportunity to request a public comment period

Ephrata Landfill, located at 3803 Neva Lake Road NW in Ephrata, submitted an air quality Notice of Construction application to revise its existing air quality permit, Approval Order No. 09AQ-E290, and add Phases 3 and 4 of their landfill expansion. Ephrata Landfill also plans to improve its landfill gas collection system by adding a blower fan to the passive open flare, making it an active collection system. An increase in air emissions is anticipated over time as more waste is added to the landfill. In 2035, Ephrata Landfill will stop accepting municipal solid waste, at which point the emissions are expected to taper off due to the decomposition of the waste within the landfill. Ecology plans to approve the application. We will hold a public comment period on a draft approval order ("air permit") that includes this change only if a written request is received by Aug, 20, 2019.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution.  This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
