Air Quality Notice of Construction application

We propose to approve Group14 Technologies' air quality notice of construction (NOC) application.

Group14 Technologies submitted a notice of construction application for a new battery active materials factory in Moses Lake. The new facility will include installing and operating equipment to:

  • Manufacture lithium-ion battery anode material, using two modular process units.
  • Control emissions, using dust collectors, cooling towers, thermal oxidizers, and selective catalytic reduction units.

Based on our review of Group14 Technologies' Tier 2 Health Impact Assessment, we determined that the increase in emissions of toxic air pollutants is not likely to result in an increased cancer risk of more than 1 in 100,000 (10 in one million). That is the maximum risk allowed by a Tier 2 review. 

We regulate over 430 toxic air pollutants from commercial and industrial sources. We prioritized 21 of those toxic air pollutants because of their health risk. As part of the notice of construction permit process, we review emissions of toxic air pollutants from new or modified stationary air pollution sources. This is called a health impact assessment.

We determined this proposal satisfies the requirements of Chapter 173-400 WAC. We will hold an online public meeting if there is significant public interest.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
