We propose to approve Group14 Technologies' air quality notice of construction (NOC) application.
Group14 Technologies submitted a notice of construction application for a new battery active materials factory in Moses Lake. The new facility will include installing and operating equipment to:
- Manufacture lithium-ion battery anode material, using two modular process units.
- Control emissions, using dust collectors, cooling towers, thermal oxidizers, and selective catalytic reduction units.
Based on our review of Group14 Technologies' Tier 2 Health Impact Assessment, we determined that the increase in emissions of toxic air pollutants is not likely to result in an increased cancer risk of more than 1 in 100,000 (10 in one million). That is the maximum risk allowed by a Tier 2 review.
We regulate over 430 toxic air pollutants from commercial and industrial sources. We prioritized 21 of those toxic air pollutants because of their health risk. As part of the notice of construction permit process, we review emissions of toxic air pollutants from new or modified stationary air pollution sources. This is called a health impact assessment.
