This is a public notice of a change to an air quality permit. Ecology will hold a public comment period if one is requested.
Lamb Weston, located at 960 Glade Road North in Pasco, applied to install a temporary boiler to maintain production while the existing boiler (Cleaver Brooks DL 76) is down for repairs. The repairs will consist of replacing the tubes, replacing the economizer, and the installation of updated controls. This temporary boiler will be disconnected from the facility supply on or before Dec. 31, 2020. The PTE (potential to emit) emissions for the facility during the temporary boiler usage are expected to be the same or lower. Ecology plans to approve the application. We will hold a public comment period on a draft approval order (“air permit”) that includes this change only if a written request is received by April 10, 2020.

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
