McCain Foods, located at 100 Lee Street in Othello, processes potatoes through the use of steam-heated dryers and fryers. The facility currently has an air permit for three production lines. They employ scrubbers and a wet electrostatic precipitator (ESP) for emissions control.
McCain submitted an application to expand its facility for a fourth process line that will essentially double the facility's throughput. This expansion will include a new dryer, two-stage fryer, wastewater treatment plant (with a covered anaerobic digester), boiler, flare, and an additional wet ESP and scrubber. The expansion will increase emissions for the facility (see the project documents below). Two of the emissions increases will exceed the threshold for Title V applicability (NOx and CO). McCain will be required to submit an Air Operating Permit (Title V) application within a year of the new production line's date of operation.
Ecology determined this project satisfies the requirements of Chapters 173-400 and 173-460 WAC, and the public is invited to comment. A public hearing will be held if Ecology determines there is significant public interest.

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
