Air Quality Notice of Construction application – Opportunity to request a public comment period

OB-3 Resource Management LLC (OB-3) operates a wastewater digester with a flare at 1201 Basin Street in Warden. OB-3 submitted a request to change its current air quality approval for monitoring equipment that shuts down the system if the flare pilot flame goes out. The current monitors have not worked reliably and are redundant with equipment that does perform as desired.

Ecology plans to approve this administrative amendment. Ecology will hold a public comment period on a draft approval order that includes this change only if a written request is received by Aug. 27, 2019.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution.  This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
