Air Quality Notice of Construction – Opportunity to request a public comment period

This is a public notice for an air quality permit. We will hold a public comment period if one is requested.

Ritzville Warehouse Company, located at 1608 North Sage Road in Ritzville, submitted an air quality Notice of Construction application and SEPA environmental checklist for the installation of four outdoor storage piles with receiving pits. Emissions from this project are 7.54 tons per year total particulate matter (PM) and 1.66 tons per year PM10. Ecology plans to approve the application. We will hold a public comment period on a draft approval order (“air permit”) only if a written request is received by May 18, 2021. Comments on the SEPA determination of nonsignificance must also be received by May 18, 2021.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
