Schweitzer Engineering Laboratories (SEL), located at 2350 NE Hopkins Court in Pullman, designs, manufactures, and supports products and services for the protection, monitoring, control, automation, and metering of electric power systems. SEL submitted an air quality Notice of Construction application proposing to add seven new diesel generators to its facility for backup emergency power, as well as a natural gas boiler. The expansion will increase emissions for the facility (see project documents below). The potential increase in Diesel Engine Exhaust Particulate (DEEP) triggered a Second Tier Review. The additional review required that SEL submit a Health Impact Assessment Protocol that is reviewed by Ecology's toxicologist. We concluded that the health risk is acceptable. Ecology determined this project satisfies the requirements of Chapters 173-400 and 173-460 WAC, and the public is invited to comment. A public hearing will be held if Ecology determines there is significant public interest.

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.
A notice of construction air permit limits the amount of air pollutants a business can emit.
