Air Quality Notice of Construction application - Opportunity to request a public comment period

Tesoro Logistics Operations LLC has applied to modify the Air Quality Program approval order regulating fuel transfers at its fuel terminal at 2900 Sacajawea Park Rd., Pasco, WA. The existing approval requires that Tesoro process all fuel transfer emissions using its vapor combustion unit. Diesel and jet fuel transfers produce very little emissions which then require unnecessary combustion emissions if required to be flared. Restricting the combustor use to gasoline and ethanol will reduce emissions of combustion contaminants at this facility.

​Ecology plans to approve this modification. Ecology will hold a public comment period on a draft approval order ("air permit") that includes this change, only if a written request is received by email, letter, or fax by Feb. 20, 2018.

Ecology issues notice of construction air permits to businesses to make sure Washington meets state and federal air quality requirements. A notice of construction air permit limits the amount of air pollutants a business can emit.
