Air Quality Notice of Construction Application

Ecology proposes to approve Vantage Data Centers' air quality notice of construction (NOC) application.

Vantage Data Center Management Co LLC (VDC) owns and operates the VDC Quincy Campus located at 2101 M Street NE in Quincy. Data centers house data storage servers, and use diesel engines/backup generators to maintain power to the servers in case of power failure or interruption.

VDC has an existing air quality approval order (permit) 19AQ-E026 for 17 backup generators in three buildings at its Quincy facility.

The current proposal requests the following:

  • Over five years, add 44 backup diesel generators to Building WA13, with a maximum of 11 generators installed each year.
  • All 44 CAT 2.75mW generators are Tier 2 certified.
  • All 44 CAT 2.75mW generators will include diesel particulate filters (DPFs) and selective catalytic reduction (SCR) as part of their exhaust emission controls.

The effect of the proposed expansion will increase the facilities potential to emit emissions, with the largest potential increase of 35 tons of nitrogen oxides (NOx) annually. The facility will remain as a minor source.

We determined this proposal satisfies the requirements of Chapter 173-400 WAC and Chapter 173-460 WAC. We will hold an online public meeting if there is significant public interest.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
