Air Quality Notice of Construction Application

Ecology proposes to approve WSU's air quality notice of construction (NOC) application.

WSU has steam plants, an animal feed plant, and research seed plant, as well as other sources of air pollution. WSU proposed to take voluntary limits at its Grimes Way steam plant, existing animal feed plant, and research seed plant to bring the facility’s emissions below air operating permit thresholds. There are no new emission sources or increases in emissions from previous permits.

We determined this proposal satisfies the requirements of Chapter 173-400 WAC.  We will hold a public hearing if there is significant public interest.

Background

A notice of construction permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a "pre-construction permit" because a business must have one before starting construction or operating their business.

A notice of construction air permit limits the amount of air pollutants a business can emit.
