We propose to amend Boeing Everett's Prevention of Significant Deterioration (PSD) permit.
The Boeing Everett facility manufactures commercial airplanes. Boeing asked to change its Prevention of Significant Deterioration (PSD) permit for the model 787 project. In 2021, Boeing Everett stopped assembling new 787s. The proposed changes to the permit include:
- Discontinued assembly of new 787s
- Reduced emissions of volatile organic compounds (VOCs) from the discontinued assembly of new 787s
- Continued application of up to 15 exterior coatings per year to new model 787s that are assembled at Boeing South Carolina, or were previously assembled at Everett and are undergoing rework before delivery

Background
A Prevention of Significant Deterioration (PSD) permit applies to new, large facilities or changes at existing large facilities that could increase air pollution. We issue these permits, except for projects that are regulated by the Energy Facility Site Evaluation Council (EFSEC), EPA, or tribes.
