Ecology proposes to amend Boeing Renton's Prevention of Significant Deterioration (PSD) permit. The permit would allow Boeing Renton to produce 737 MAX airplanes and increase production capacity. The proposed changes will not increase volatile organic compound (VOC) emissions. Boeing did not propose any changes to the existing permit conditions, other than deleting outdated provisions and updating regulatory references.
A Prevention of Significant Deterioration (PSD) permit applies to new, large facilities or major changes at existing large facilities that could increase air pollution in an area that meets air quality standards. The intent is to prevent that area's air quality from getting worse. We issue these permits, except for projects that are regulated by the Energy Facility Site Evaluation Council (EFSEC), EPA, or tribes.
