We invite you to review and comment on new permit documents for contamination cleanup at the BSB Diversified (BSB) site at 8202 S. 200th St. in Kent, WA.

  • Draft Permit (Permit Lite)A Permit Lite is a Dangerous Waste Corrective Action Permit that allows cleanup at the site to continue. To clean up the facility, BSB must have this permit. They have operated under this permit since Nov. 2005. It now needs to be reissued.

  • Draft Periodic Review (.PDF): We conduct a periodic review to ensure the current cleanup methods are working. 

  • Draft Public Participation Plan (PPP)The PPP encourages comment and involvement in cleanup decisions from the community.

Site background

BSB Diversified (BSB) is the name of a cleanup site with three separate properties: BSB; J.H. Carr & Sons, Inc.; and, Hexcel Corporation Kent-Plant. BSB is the main source of contamination for all properties. These properties are collectively known as the BSB Site.

History of contamination

From 1956 to 1987, activities like manufacturing, plating, metal finishing, and electroplating caused chemical releases of trichloroethylene (TCE), a chlorinated solvent used to clean metal parts.

  • TCE spills and leaks contaminated soils and groundwater.
  • TCE breaks down over time into other chemicals, such as vinyl chloride. Vinyl chloride has a very strict cleanup level because it may cause cancer.

Contaminated groundwater is contained behind an underground clay-soil barrier wall around the entire property. BSB is currently in the last phase of the cleanup process. We require BSB to monitor groundwater to make sure that the current cleanup method is working.
