Air Quality Order and SEPA Determination

We invite you to comment on changes to air quality Notice of Construction Order No. 4153-AQ07 and the associated State Environmental Policy Act (SEPA) Mitigated Determination of Nonsignificance for WestRock Tacoma's proposed steam limit project.

Project description
With this project, the mill would increase its use of its natural gas boiler (Power Boiler #6), which includes increasing the amount of natural gas it uses as fuel. The goal of the project is to give the mill the ability to use additional steam to generate electricity for sale. 

This project would increase greenhouse gases (GHGs) by about 60,000 tons of carbon dioxide equivalents (CO2e) per year. Because of this, we issued a Mitigated Determination of Nonsignificance requiring the mill to offset the GHGs produced by the proposed project above 30,000 tons per year.

Additionally, the mill must install equipment that reduced nitrogen oxide air pollution before the project can take place.

Other air pollutants expected to increase will not go over allowed air quality standards.
