The WestRock pulp and paper mill in Tacoma has requested that we change an air quality Notice of Construction Order allowing it to increase its use of a natural gas boiler (Power Boiler #6). The goal of the project is to give the mill the ability to use additional steam to generate electricity for sale.
This project would increase greenhouse gases (GHGs) by about 60,000 tons of carbon dioxide equivalents per year. Because of this possible impact, we issued a Mitigated Determination of Nonsignificance requiring the mill to offset GHGs produced by the proposed project above 30,000 tons per year.
Additionally, the mill must install equipment to reduce its nitrogen oxide pollution before the project can take place.
Other air pollutants expected to increase will not go above allowed air quality standards.
