Tug Escort Analysis

ESHB 1578 - Scope of Work

The 2019 Legislature passed The Reducing Threats to Southern Resident Killer Whales by Improving the Safety of Oil Transportation Act (ESHB 1578), which aims to prevent a catastrophic oil spill in Puget Sound.

We invite interested public, local and tribal governments, and all others to review and comment on the scope of work for an analysis of tank vessel tug escorts. ESHB 1578 directs the Board of Pilotage Commissioners (BPC) to conduct this analysis using an oil spill risk model being developed by the Department of Ecology.

Ecology has entered into an interagency agreement with the BPC to support this work. This scope of work specifies the tasks Ecology will perform on behalf of BPC. Your comments will be considered before we submit the scope of work to the Board of Pilotage Commissioners for approval.
