Ecology invites interested public, local and tribal governments and all others to review and comment on contingency plan updates for the 18-month phase-in requirements to Washington Administrative Code (WAC) 173-186. This rule requires railroads carrying oil as cargo to plan for oil spills to include how to make notifications and to have the appropriate equipment and trained personnel to respond to spills that may occur. The below plan is currently undergoing a review by Ecology and may not meet all requirements of the rule update. Your comments, as well as Ecology’s review, will be considered before approving the contingency plan.
