Oil Spill Contingency Plans

We invite interested public, local and tribal governments to review and comment on industry oil spill plans.

The following plan is now available for public review:

Washington Administrative Code (WAC) 173-182 requires oil handling facilities, pipelines and vessels to have a state-approved oil spill contingency plan that ensures their ability to respond to major oil spills prior to operations in Washington State.

Holly Frontier is a new plan holder in Washington State and recently submitted an oil spill contingency plan for the Puget Sound Refinery in Anacortes, WA with an anticipated start date of early November, 2021.
