We invite interested public, and local and tribal governments to review and comment on significant updates to industry oil spill contingency plans.
We invite comment on contingency plan updates for the 12-month phase-in requirements to Washington Administrative Code (WAC) 173-182 and 173-186. These rules require oil handling facilities, pipelines, vessels, and railroads to have a state-approved oil spill contingency plan that ensures their ability to respond to major oil spills.
This plan update follows Ecology’s initial review of the 12-month implementation requirements, submitted in January of 2021. All requirements not met during the initial plan review are shown in the Contingency Plan Rule Implementation Crosswalk linked above.
This plan is now undergoing a final review by Ecology and our review, or comments from the public, may lead to further plan updates.
