Ecology invites interested public, local and tribal governments, and all others to review and comment on contingency plan updates. This plan is under review for a 5-year update, per WAC 173-182. Also included in this submission are the 12-month phase-in requirements to Chapter 173-182 WAC. This rule requires large oil handling facilities, pipelines, and vessels to have a state-approved oil spill contingency plan that ensures their ability to respond to major oil spills. The updates to this rule will be implemented over four phase-in periods between July 18, 2020 and January 18, 2022. More information on what is required during these phase-in periods can be found in WAC 173-182-130.
