Background
Spill management teams are representatives and assigned personnel trained to integrate into an incident command system or unified command system, and manage an oil spill.
An update to Chapter 173-182 WAC became effective on Jan. 18, 2020, establishing a process to review and approve of spill management teams. Oil handling facilities, pipelines, and vessels regulated under Chapter 173-182 WAC may contract with state-approved spill management teams to fulfill their oil spill contingency plan requirements.
Contract spill management teams are approved through an application process. Spill management teams must be approved by Ecology in order to be cited in oil spill contingency plans. This 30-day public comment period is a part of the application process.
