Cleanup Site Periodic Review

We invite you to review and comment on the draft second periodic review report for the Bower Home Port Townsend site. The periodic review report shows that cleanup work remains effective in protecting human health and the environment.
The Bower Home Port Townsend site is a residential building. In 2003, an above ground storage tank, containing approximately 200 gallons of home heating oil, failed and released the oil onto the soil below the tank. The owner excavated two to three yards of soil where the tank had spilled and replaced the tank. Oxygen-releasing chemicals were placed in the soil to improve the speed of microbial breakdown of the oil.
In 2007, the owner removed an additional 40 cubic yards of soil, but more digging close to the building would have undermined the structure. Sampling confirmed the soil more than 15 feet below the surface was contaminated, but groundwater was not contaminated. Because the contamination is located deep in the soil under the basement of the building, there is no direct exposure to people and the environment.
Because some contamination remains on the site, an environmental covenant was placed on the property in 2009. The covenant restricts any activity on the property that may interfere with the cleanup or could expose people or the environment to contamination.

We conduct a Periodic Review at least every five years at cleanup sites where some contamination remains, as required by the Model Toxics Control Act (MTCA). The purposes of the review are to evaluate site conditions and to ensure continued protection of human health and the environment.

Ecology will review comments received during the comment period and make recommendations for suggested changes. The Periodic Review will become final if no significant changes are made. An additional public comment period will be held if significant changes are made.

We will hold a public meeting if 10 people request one.
