Priceless Gas cleanup site, Spokane

Draft second periodic review report

We invite you to review and comment on the draft periodic review report, which includes the results of our site condition review to ensure cleanup is still protective.

A leaking underground storage tank contaminating soil and groundwater was discovered in 1998. Cleanup included excavating and disposing contaminated soil, treating and monitoring groundwater contamination, and filing an environmental covenant to make any future property owners aware of remaining soil and groundwater contamination as treatment continues. 

We visited the site on Nov. 16, 2022, and found that the asphalt cover and the espresso building that's now on the site continue to prevent exposure to contaminated soil. We continue to assess and monitor the extent of groundwater contamination.

Next steps

We will review all comments received during the comment period and will update the periodic review, if needed. If no significant changes are made, the periodic review will become final. If significant changes are made, we will hold an additional public comment period. We will hold an online public meeting if 10 or more people request one.​​

Site history & cleanup

The site was previously a retail service station and convenience store​, which closed in 1998. ​Shortly after it closed, a resident next to the station reported smelling gasoline and seeing it seeping through his basement wall. Our Emergency Spill Response team responded for the initial investigation, which led to a full remedial investigation and cleanup.

The site is now occupied by an espresso stand. We continue cleanup using Eastern Washington Clean Sites Initiative funding since the previous owners notified us in 2003 that they could no longer afford it.

About periodic reviews

We complete a periodic review at least every five years after cleanup construction is complete at any site where institutional controls are part of the cleanup. The purpose of the review is to evaluate site conditions to ensure people and the environment are protected.
