Ecology invites you to review and comment on the draft periodic review report for the North Market Street site. We conduct a periodic review at least every five years after beginning cleanup at a site, and this is the third periodic review for this site. The purpose of the review is to evaluate current site conditions and to ensure the continued protection of people and the environment.
The site was developed as industrial or commercial facilities that were involved in or related to the refinement, recycling, and sale of petroleum products. Past operations released liquid refinery-related petroleum wastes into the environment, leaving soil and groundwater contamination that includes petroleum products, arsenic, and manganese. Cleanup included excavating contaminated shallow soil, removing a major contaminant source, and operating soil and groundwater treatment systems. Restrictive covenants were filed on the properties within the site to restrict land uses, property access, and any activities that would interfere with the cleanup.
In Ecology’s periodic review, we concluded soil and groundwater contamination is decreasing, but groundwater contamination remains that doesn’t meet state standards so the restrictive covenants will remain. Groundwater monitoring will continue. Further periodic reviews are required as long as the restrictive covenants are in place at the site.
Ecology will review comments received during the comment period. The periodic review will become final if no significant changes are made based on public comments. An additional public comment period will be held if significant changes are made.
We will hold a public meeting if 10 people request one.
