Ecology invites your comments on our proposal to take the J H Kelly Inc site off the Hazardous Site List. The site is located at 821 3rd Ave in Longview.
Ecology had ranked the site relative to the risk of other sites and put it on the Hazardous Sites List. Petroleum contamination of groundwater was above state cleanup levels.
In 1991, when underground storage tanks were removed petroleum contamination was found in soil and water collected from the excavation pits. To remove the contaminated soil, the pits were over excavated. After cleanup, the owner drilled bore holes in the vicinity of the former underground tanks. Results demonstrated that petroleum contaminated soil was below state cleanup levels. Monitoring wells were installed near the former underground tanks, and groundwater conditions were checked quarterly until late 2018 when each well demonstrated for four quarters that the contamination was below state cleanup levels.
A site may be removed from the Hazardous Sites List only if the site is cleaned up. In some cases, long-term monitoring and periodic reviews may be required to ensure the cleanup is adequate to protect the public and the environment. Ecology will hold a public notice for any site it proposes to remove from the list.
