Draft Cleanup Action Plan

We invite your comments on plans to cleanup the March Point Landfill site.

The March Point Landfill, sometimes called the Whitmarsh Landfill, operated from 1950 until 1973, first as an unregulated public dump and later as a county disposal area. Decades of household, commercial, and industrial wastes were discarded at the site. From the late 1980s to around August 2011, a sawmill operated at the site. Wood waste up to 10 feet thick accumulated over large portions of the landfill.

We invite you to review and comment on the:

  • Draft Cleanup Action Plan – describes the proposed cleanup actions for the site and outlines requirements for the cleanup.
  • Draft Consent Decree – this is a formal legal document between Ecology and the Potentially Liable Persons (PLPs) that requires the PLPs to carry out specifically identified cleanup actions in the cleanup action plan.
  • De Minimus Consent Decree- a legal agreement between Ecology and a potentially liable party, the Moon Credit Trust, that defines minimal liability.
  • State Environmental Policy Act Mitigated Determination of Nonsignificance – explains Ecology's decision that the cleanup activities do not pose significant threat to the environment according to the State Environmental Protection Act (SEPA), as long as mitigation measures are in place.
  • Draft Public Participation Plan – describes how the public can provide input on the cleanup of the site.
