Public comment period for draft Agreed Order for partial site cleanup

We invite your comment on Agreed Order DE 18152 and the revised Public Participation Plan for partial site cleanup.

  • Agreed Order DE 18152: The agreed order between Ecology and the Port of Vancouver requires the port to evaluate cleanup options and develop a cleanup plan for hazardous substances at and near the Cadet/Swan part of the Port of Vancouver, Cadet/Swan, NuStar, and Kinder Morgan site. 
  • Revised Public Participation Plan: This plan describes how we will inform the community about the cleanup process.

At the Cadet/Swan part of the site, trichloroethyelene (TCE) and other chlorinated solvents were released to soil and groundwater. At the Port/NuStar/Kinder Morgan part of the site, there is a chlorinated solvent plume and contamination by nitrate, ammonia, copper, and other metals.

Agreed Order DE 18152 requires the port to evaluate cleanup options specifically for cleanup of solvents remaining in soil and groundwater in and near the Cadet/Swan part of the site. The investigation and cleanup evaluation of the Port/NuStar/Kinder Morgan part of the Site will continue at the same time. Ecology’s goal is a complete and timely cleanup of the whole site, while protecting the health of people and the environment.
