The Temple Distributing Carson Oil site, located at 808 S. Columbus Avenue in Goldendale, was used by several owners and operators for bulk petroleum (gasoline and diesel) distribution and storage from the 1920s through 2012, when operations ceased. Fuel storage and equipment have since been removed.
In February 2012, approximately 970 gallons of gasoline were accidentally released from an overfilled aboveground storage tank. Environmental investigations confirmed that soil and groundwater were contaminated with gasoline, diesel fuel, and other petroleum-related products above state cleanup levels. Later in 2012, a limited excavation was conducted as an interim action to remove affected soil. An interim action is a partial or short-term cleanup of contamination meant to reduce exposure to harmful contaminants while a long-term cleanup plan is worked on. More cleanup actions were performed from 2012 through 2018, but contamination remains, and more cleanup actions are required.
The Interim Action Work Plan proposes the following:
- Excavate and properly dispose of about 820 cubic yards of soil to a depth of about five to nine feet from six targeted excavation areas.
- Backfill the excavated areas with clean soil.
- Decommission two monitoring wells, and install three new monitoring wells, as part of a long-term groundwater compliance-monitoring program.
- Focus on safety during implementation, including control of truck traffic and dust during excavation.
After the public comment period ends, we will review and respond to comments received and will hold a public meeting, if 10 or more people request one. We may amend the IAWP based on your comments. If no revisions are necessary, the plan will become final, and the remedial actions described above will begin.
