Cleanup Action Plan and Consent Decree

We invite you to comment on the changes to the draft revised Cleanup Action Plan (CAP) and Consent Decree (CD) on the cleanup of the former Reynolds Metals aluminum smelter in Longview.

We're accepting comment only on the changes, not the entire documents.
  • The CAP describes cleanup methods and defines cleanup standards.
  • The CD is a legal agreement requiring cleanup to take place as stated in the CAP.

Reynolds Metals built and operated an aluminum smelter and cable mill on the Columbia River in Longview from 1941 to 2000. Ecology is working with site owner Northwest Alloys (a subsidiary of Alcoa, Inc.) and operator Millennium Bulk Terminals, Longview to complete the cleanup.
