We invite you to comment on the draft Aquatic and Invasive Species Control General Permit. Submit your feedback on the draft permit documents by Feb. 6, 2023.
This new National Pollutant Discharge Elimination System (NPDES) and State Waste Discharge permit combines three previous permits issued to state agencies: Aquatic Invasive Species Control (WDFW), Fisheries Resource Management (WDFW), and Invasive Moth Control (WSDA). We will issue this combined state agency general permit for aquatic and invasive organisms so applicators of chemicals and other control products comply with the Federal Clean Water Act and with state law (RCW 90.48.080).
We will accept comments on the draft permit documents. We ask that comments reference specific permit text when possible. In establishing this new permit, we propose updates to the requirements that existed in the previous permits, including:
- Expanding the scope of permit coverage to include control for all types of invasive insects, beyond the previous permit limited to two species of moths.
- Ensuring the permit provides the flexibility needed to respond to future invasive species.
- Clarifying the monitoring that the permittees must do before and after chemical treatments.
- Improving the signage posted in treatment areas.
