We invite your comments on draft water quality permits for the City of Spokane and Kaiser Aluminum facilities that discharge into the Spokane River. 

We invite your comments on draft water quality permits for the City of Spokane and Kaiser Aluminum facilities that discharge into the Spokane River. 

We are planning two identical online workshops, each immediately followed by a public hearing. During the workshops, we will explain the proposed changes to the permits and answer questions. The hearings will begin after the public workshops and will end when public testimony is complete. The hearing provides an opportunity for people to give formal oral testimony. Oral testimony will receive the same consideration as written comments.  

The workshops and hearings offered via webinar allow individuals to view the presentation and provide testimony via computer, phone, or mobile device. Ecology will not be offering in-person hearings due to safety concerns from COVID-19.

We regulate wastewater released from municipalities and industries using the National Pollutant Discharge Elimination System (NPDES) Wastewater Discharge Permit. This permit regulates wastewater that goes directly into lakes, rivers, Puget Sound, or the ocean (surface water). All wastewater must be treated before it goes into surface water to protect human health and aquatic life.
