Now accepting public comments on amendment on Chapter 173-501 WAC Instream Resources Protection Program - Nooksack WRIA 1.
We are accepting oral testimony and written comments at three public hearings. We are requesting comments by January 17, 2020 on the rule amendment, the economic analyses, the rule supporting document, and the DNS.
This rulemaking would amend Chapter 173-501 WAC, Instream Resources Protection Program - Nooksack Water Resource Inventory Area (WRIA) 1.
The rule amendment will update and add to water management regulations in WRIA 1 to meet the requirements in RCW 90.94.020. We will consider amending the rule to:
- Add flexibility for projects that retime high flows for instream resource benefits.
- Establish domestic permit-exempt groundwater withdrawal limits for new users.
- Make minor technical corrections.
Visit our Chapter 173-501 WAC rulemaking page for more information and documents for review.
We write rules to implement and enforce state and federal environmental laws and rules. Ecology follows a 3-phase process for rulemaking:
- Announcement and development
For each phase of the process, we update the rulemaking web page and notify interested parties. We also file notice in the Washington State Register. To learn more about Ecology’s rulemaking process, read the Frequently Asked Questions.
