Chapter 173-566 WAC rulemaking public workshop – Omak

Streamflow Restoration Act - Public workshops

We are seeking feedback on a new rulemaking for Chapter 173-566 WAC - Streamflow Restoration Funding. The rulemaking will establish process and criteria for funding projects statewide under RCW 90.94. We expect this workshop will be of interest to entities involved in protecting, restoring, and enhancing streamflows and instream resources.

In October, we will host six public workshops to gather feedback and input. This is one of the workshops. These workshops will also seek input on finalizing Net Ecological Benefit Guidance for Streamflow Restoration planning and pilot projects.

Background: The Water Resources Program is pursuing two actions related to the Streamflow Restoration law: 

  • A new rulemaking for Chapter 173-566 WAC - Streamflow Restoration Funding. The rulemaking will establish process and criteria for funding projects statewide under RCW 90.94.060.
  • Preparing final guidance for determining Net Ecological Benefit (NEB) under the 2018 Streamflow Restoration Act, Chapter 90.94 RCW (ESSB 6091). The final NEB guidance will be used to evaluate watershed plans that are completed as directed under RCW 90.94.020 and RCW 90.94.030.
The Streamflow Restoration Funding program and the NEB Guidance are of interest to entities involved in protecting, restoring, and enhancing streamflows and instream resources.   
 
We would like to hear your input and feedback as we develop these two tools.  We will host two-hour public workshops in October, with the first hour dedicated to discussing the funding rule, followed by a discussion of the NEB guidance.
