Mercury-Containing Lights Product Stewardship Program
ADDITIONAL RULE INFORMATION
Chapter 173-910 WAC implements Mercury-containing lights - proper disposal, chapter 70.275 RCW, which established a stewardship program to collect and properly dispose of mercury-containing lights. The Legislature amended the enabling statute in 2014. Changes to the rule are those needed to address changes made to the law.
On August 23, 2016, Director Maia Bellon adopted the revised rule and it was filed with the Washington State Office of the Code Reviser. The rule will be effective on September 24, 2016.
Changes include the requirement to fund the program through an environmental handling charge, and revised requirements for stewardship plans and annual reports including an independent financial audit. Additional revisions include a sunset provision, changes in definitions, other changes as directed by the Legislature, and revisions for clarification.
