On May 23, 2019, we approved Chelan County's Shoreline Master Program (SMP) comprehensive update. Per RCW 90358.090, the effective date of the county's SMP is June 6, 2019, 14 days after we provided notice to the county that their SMP was approved.
The SMP update revises and replaces the existing Shoreline Master Program, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions. This approval culminates a significant effort that increases protection and restoration of habitat and water quality while providing more certainty and flexibility for development, and improves public access and recreational opportunities.
On March 26, 2019, we provided Chelan County with required and recommended changes to the county's proposed comprehensive update to their SMP. The changes are based on our review of whether or not the proposed update complies with state laws and rules, and a public comment period held April 12 - May 16, 2018.
We used mail and email to notify those who had expressed prior interest. We also issued a news release to encourage public participation and comment. We received multiple comments from 25 different people and agencies. Many comments were focused on riparian buffer widths and no-net-loss standards. We prepared a summary of public comments and sent this to the county on May 5, 2018. We provided the county an opportunity to provide written responses as to how the proposed SMP addressed each of the issues raised in the comments. We received the county's responses on October 3, 2018. The county's responses are below.
