On Oct. 29, 2019, we approved the city of Edmond's Shoreline Master Program (SMP) periodic review amendment. Per RCW 90.58.090, the effective date of the Edmonds SMP is Nov. 12, 2019, 14 days after we provided notice to the city that their SMP was approved.
The city's SMP periodic review includes minor changes to provisions regarding:
- Administrative policies and regulations.
- Critical Areas regulations SMP integration.
The SMP applies to both the in-water and adjacent upland areas, including the city's Puget Sound shoreline and Lake Ballinger.
This approval puts the final stamp on an effort that increases protection and restoration of shoreline and wetland habitat; provides more certainty for development, while also improving pubic access and recreational opportunities.
A public comment period was held from July 31 through Aug. 30, 2019. We used mail and email to notify interested parties of the public comment period, as well as, issued a legal ad in the Everett Herald to encourage additional public participation and comment. We received a total of five individual comments from one organization. Comments focused on stream water typing classification, buffers within the city's Critical Areas Regulations, and incorporation of state Critical Areas Guidance. On Sept. 5, 2019, we sent a summary of comments to the city for their response. The public comments and the city's response are included in Attachment B.

- Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Growth Management Hearings Board within 60 days of the publication date of our written notice of final action.
- We plan to publish the notice of final action in the Everett Herald legal ads on Nov. 12, 2019.
