On April 15, 2022, we approved the Kelso's Shoreline Master Program (SMP) periodic review amendment.
Kelso’s amended SMP is effective April 29, 2022 - 14 days after we provided notice to the city that their SMP was approved.
The city’s SMP was comprehensively updated in 2016 and regulates shoreline uses and activities along shorelines within city limits, including the Columbia River, Cowlitz River, Coweeman River, and Owl Creek. The City’s periodic review amendment ensures that the SMP is current with changes in state law, changes in other City plans and regulations, and other changed local circumstances. The amendment updates the monetary thresholds for substantial development and exemptions for freshwater docks, incorporates updates to the city’s critical areas ordinance consistent with our 2014 Wetland Rating System, and incorporates the our 2018 guidance for wetland buffers in to the city’s Shoreline Critical Areas Regulations.
We held a public comment period on Kelso’s proposed periodic review amendment to their SMP. Email was used to notify interested parties of the public comment period held Dec. 20, 2021 to Jan. 21, 2022.

- Per RCW 90.58.190(3), an interested party may file an appeal with the Shoreline Hearings Board within 30 days of the publication date of our written notice of final action.
