Kenmore SMP: Periodic Review

Public comment requested July 22 to Aug. 23, 2019, at 5 p.m.

We are seeking public comment on the city of Kenmore's proposed amendment to it's Shoreline Master Program (SMP).

In 2014, Kenmore completed a comprehensive update to their SMP. The proposed amendment the city is proposing is needed to comply with the statutory deadline for a periodic SMP review under state law. Kenmore reviewed its SMP and is seeking amendments to bring the SMP in compliance with requirements of the state Shoreline Management Act and state rules, ensure consistency with the city's Comprehensive Plan and development regulations, and reflects changes in circumstances, new information, and improved data.

The key changes Kenmore is proposing include:

  • A new shoreline environmental designation: Swamp Creek Commercial
  • Re-designation of some areas of shoreline jurisdiction
  • Standards for water access structures on the Sammamish River, since current standards currently only apply for Lake Washington
  • Different shoreline buffers for the Sammamish River, depending on use and environmental designation
  • Update critical areas regulations, including:
    • Use of Ecology's 2014 Wetland Rating System for Western Washington
    • New stream typing system
    • Additional fish and wildlife habitats of importance
    • Additional types of landslide hazards with corresponding regulations
    • New flood hazard regulations
    • New provisions for groundwater susceptibility and critical aquifer recharge areas

We will compare Kenmore's proposed amendment to the requirements of the Shoreline Management Act and the Shoreline Master Program Guidelines. Based on the comparison, we will decide whether to:
  • Approve the program as is.
  • Approve with recommended changes.
  • Send the proposed program back to Kenmore with required changes to meet statutory and rule requirements. Recommended changes may also be included with the required changes.
