On March 5, 2020, we approved the Kenmore Shoreline Master Program (SMP) periodic review. Per RCW 90.58.090, the effective date of Kenmore's SMP is March 20, 2020, 14 days after we provided notice to the city that their SMP was approved.
The periodic review will bring the existing SMP into compliance with changes to the state law, ensure consistency with the city's Comprehensive Plan and development regulations, and reflect changes in circumstances, new information, and improved data.
On Jan. 31, 2020, we provided Kenmore with required and recommended changes to the city's proposed periodic review of their SMP. We held a public comment period on July 22 – Aug. 23, 2019.
We mailed and emailed those who had expressed prior interest. We also issued a news release to encourage public participation and comment. We received one written comment that was focused on the public agency and utility exception in the Critical Areas Ordinance that was excluded from the SMP.
On Aug. 26, 2019, we sent a summary of comments to the city for their response. The public comments and the city's response have been incorporated into a Responsiveness Summary.
