Maple Valley SMP update & periodic review

We are seeking public comment on the City of Maple Valley's proposed update to its Shoreline Master Program (SMP). The SMP amendment is intended to satisfy the statutory requirements to both comprehensively update and to take action to review and, if necessary, revise the city's SMP.

Maple Valley incorporated in 1997 and at that time the city adopted King County's 1978 SMP. This comprehensive update would entirely replace the existing SMP. The SMP will advance shoreline habitat protection while planning for new development; public access; and the continuation of existing development along Pipe Lake, Lake Lucerne, and Wilderness Lake. New aspects of the SMP include:

  • A new environmental designation system with four shoreline environments: Aquatic, Shoreline Residential, Urban Conservancy, and Natural
  • Shoreline buffers of 65 feet within Shoreline Residential and Urban Conservancy designations
  • Provisions for small expansions of existing non-conforming single family homes
  • New provisions for docks
  • Shoreline-specific critical area regulations in Appendix A to protect critical areas in shoreline jurisdictions

The city also completed a periodic review checklist and incorporated changes into the SMP to ensure its consistent with laws and guidelines passed since earlier drafts of the SMP.

Our review process

We will compare the City of Maple Valley's proposed program to the requirements of the Shoreline Management Act and the Shoreline Master Program Guidelines. Based on the comparison we will decide whether to:

  • Approve the program as is.
  • Approve with recommended changes.
  • Send the proposed program back to the city with required changes to meet statutory and rule requirements. Recommended changes may also be included with the required changes.
