On April 20, 2020, we approved the City of Maple Valley's Shoreline Master Program (SMP) comprehensive update. Per RCW 90.58.090, the effective date of Maple Valley's SMP is May 4, 2020, 14 days after we provided notice to the city that their shoreline program was approved.
The SMP regulates approximately 3 miles of shoreline along Lake Wilderness, Pipe Lake, and Lake Lucerne. The comprehensive update revises the existing shoreline program, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions. This approval puts the final stamp on a significant effort that increases protection and restoration of habitat and water quality, provides more certainty for development, and improves public access and recreational opportunities.
We held a public comment period on Maple Valley’s proposed comprehensive update to their SMP. The period for public comment was from Dec.16, 2019, to Jan.17, 2020.
We used mail and email to notify those who had expressed prior interest. We also issued a news release to encourage public participation and comment. We received one written comment. The comment was focused on provisions for homeowners with existing bulkheads protecting their property.
On Jan. 23, 2020, we sent a summary of comments to the city for their response. The public comments and city’s responses have been incorporated into Attachment B - Responsiveness Summary (below).

- Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Growth Management Hearings Board within 60 days of the publication date of our written notice of final action.
- We plan to publish the notice of final action in the Covington/Maple Valley Reporter legal ads on or after May 4, 2020.
