On Feb. 20, 2019, we approved the city of Poulsbo's amendment to their Shoreline Master Program (SMP). Under state law, the effective date of Poulsbo's SMP amendment is March 6, 2019, 14 days after we provided notice to the city their SMP was approved.
Poulsbo's amendment proposes several changes to their existing SMP. The changes include:
- Modifications to the use table and associated text to allow flexibility to permitting commercial uses on parcels zone C-1 that are located within the Shoreline Residential SR-2 shoreline environment designation
- Modifications to allow flexibility to higher density residential development consistent with the underlying zoning code requirement, if it can be sited outside the required shoreline buffer
Recent public comment period
A public comment period was held from July 2 through Aug. 2, 2019. We used mail and email to notify interested parties of the public comment period. No comments were received.
On Jan. 4, 2019, we provided the city with required changes to the proposed amendment to its SMP. The changes are based on our review of whether or not the proposed update complies with state laws and rules. On Feb. 8, 2019, the city notified us of the adoption of Ordinance 2019-01 which adopted the SMP amendment revisions that were requested in our conditional approval letter.

- Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Growth Management Hearings Board within 60 days of the publication date of Ecology's written notice of final action.
- We plan to publish the notice of final action in the Kitsap Herald legal ads on March 8, 2019.
