Rockford Waverly Latah Coalition SMP comprehensive update and periodic review

Public comment requested Nov. 24 through Dec. 27, 2021

We are seeking comments on the Rockford, Waverly, Latah Coalition’s (Coalition) proposed comprehensive update and periodic review of its shoreline master program (SMP).

The three jurisdictions combined their update efforts to maximize grant efficiency and take advantage of their proximity and similar development patterns.

The towns of Waverly and Latah are connected by Latah Creek at river miles 39 and 47, respectively. Riparian conditions are generally wetland grass and pasture, with some areas of cottonwood and limited urban and residential uses. 

Rock Creek flows through the town of Rockford at river mile 13, and is heavily modified through the presence of flood protections levees. Vegetation is mixed shrub-scrub and wetland grasses, and the stream channel splits to form a side channel and some habitat complexity. Land use within the shoreline jurisdiction is a mixture of vacant natural area, commercial, agricultural and residential. Most of the shoreline zone is privately owned with the exception of a few city-owned parcels.


These updated SMPs are intended to meet the comprehensive update requirement of the Shoreline Management Act RCW 90.58.080(1) and (2). In addition, the Coalition incorporated SMP amendments for our review to meet the statutory deadline for periodic review requirements RCW 90.58.080(4). The Coalition and Ecology agreed to combine the final review of both the comprehensive SMP update and current periodic review, to avoid any confusion to interested parties associated with two separate review processes and to satisfy the current deadline to complete the periodic review on or before June 30, 2021, pursuant to 90.58.080(4)(b)(i).  

We will compare the Coalition’s proposed shoreline program with the Shoreline Management Act and the Shoreline Master Program Guidelines. Based on the comparison, we will decide whether to:

  • Approve the program as is.
  • Approve with recommended changes.
  • Send the proposed program back to the Coalition with required changes to meet statutory and rule requirements. Recommended changes may also be included with the required changes.

Per WAC 173-26-120(2)(c), at our discretion, we may conduct a public hearing during the comment period in the jurisdiction proposing the SMP or amendment. The Coalition members each held public meetings, hearings, and comment periods for both their proposed comprehensive updates and recent minor revisions stemming from the periodic review. Due to the lack of complexity, controversy, or substantive comment during the local adoption process surrounding this proposal, we have decided not to hold a separate public hearing.
