On April 4, 2022, we approved the City of Stevenson Shoreline Master Program (SMP) comprehensive update and periodic review.
City of Stevenson’s updated SMP is effective April 18, 2022, 14 days after we provided notice to the city that their SMP was approved.
The comprehensive update and periodic review amendment will entirely replace the city’s 1974 program, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions, and is locally-tailored to reflect current conditions and community vision for future shoreline use and development.
The SMP applies along approximately 10 miles of shorelines including Rock Creek, Rock Cove, and the Columbia River - a shoreline of statewide significance. The updated SMP prioritizes water-oriented activities, public access, habitat protection, and ecological restoration, and allows for legal existing uses and structures to continue. The periodic review amendments are based on recent changes to statute and rule, and address minor issues regarding the substantial development cost threshold, ADA retrofit permit exemption, definitions, local review and permit filing procedures, nonconforming use and development, and transportation project review. Both the comprehensive update and periodic review are mandated by RCW 90.58.080.
On January 21, 2022, we provided changes to City of Stevenson on their SMP. The required and recommended changes were based on our review of whether or not the proposed amendment complies with state laws and rules, and input received during our public comment period held May 1 to June 3, 2019.
Mail and email notices were used to notify interested parties of the public comment period. A total of one comment submittal from one agency was received. Comments noted a technical report about salmonid cold-water refuge habitat in Rock Creek. On June 14, 2019, we sent a summary of comments to the city for their response. The public comments and city’s response are presented below as Attachment D: Responsiveness Summary.

- Per RCW 90.58.190(3), an interested party may file an appeal with the Shoreline Hearings Board within 30 days of the publication date of Ecology’s written notice of final action.
- We plan to publish the notice of final action in the Skamania County Pioneer legal ads on April 20, 2022.
