Bellingham Shoreline Master Program Amendment

On February 1, 2018, we approved the city of Bellingham’s Shoreline Master Program (SMP) limited amendment. The effective date of the Bellingham shoreline program amendment is February 15, 2018, 14 days after we provided notice to the city that their shoreline program amendment was approved.

The amendment makes the city’s SMP consistent with its Waterfront District Master Plan, Development Regulations, and changes to its Comprehensive Plan associated with the redevelopment of 237 acres of the city’s central waterfront. On February 18, 2016, we provided Bellingham with recommended changes to its proposed SMP amendments. The city accepted the changes in a letter dated January 23, 2018.

We used mail and/or email to notify interested parties of the public comment period. We also issued a news release to encourage additional public participation and comment. We received a total of 12 comments: There were two from organizations and groups and 10 from individual citizens. Comments focused on the appropriateness of non-water-oriented uses, timing of the proposed amendments, and changes in upland uses allowed on a portion of the planned redevelopment of the city’s waterfront. On December 2, 2014, we sent a summary of comments to the city for its response. The public comments and city’s responses have been incorporated into Attachment C: Public Comment Summary.

Appeals

  • Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Growth Management Hearing Board within 60 days of the publication date of our written notice of final action.
  • Ecology plans to publish notice of final action in the Bellingham Herald legal ads on February 14, 2018.
