Clark County SMP: Amendment

Clark County’s amended shoreline program is effective April 17, 2018, 14 days after we provided notice to the county that their amendment was approved.

The proposed amendment to the master program will:

  • Adopt recent changes to the Shoreline Management Act including an exemption for retrofitting existing structures to comply with the Americans with Disabilities Act; update the dock exemption; and add provisions for floating on-water residences
  • Revise the composition of the country's Shoreline Management Committee

We used mail and email to notify interested parties of the public comment period held March 7 through 22, 2018. We also posted a blog on our website to encourage additional public participation and comment. We received one comment from the Washington Department of Natural Resources that focused on the including provisions addressing floating on-water residences and requested clarity about allowances. 

On March 26, 2018, we sent a copy of the comments to the county for their response. The comment and the county’s response have been incorporated into Attachment A.

Appeals

  • Per RCW 90.58.190(2) and RCW 36.70A.290, an interested party may file an appeal with the Growth Management Hearings Board within 60 days of the publication date of our final action.
  • We plan to publish legal ads in the April 16, 2018, Vancouver Columbian to announce the notice of final action.
