Okanogan County Shoreline Master Program

On June 12, 2018, we approved Okanogan County’s comprehensive update to its Shoreline Master Program (SMP). The updated SMP takes effect June 26, 2018, 14 days after we provided the County notice we approved their SMP.

The County’s comprehensive update will revise their existing SMP, including the goals, policies, regulations, shoreline environment designations, and administrative procedures and definitions. This approval puts the final stamp on a significant effort that increases protection and restoration of habitat and water quality, provides more certainty for development, and improves public access and recreational opportunities.

County adopts final changes

During our review of Okanogan County's submitted SMP, we identified multiple changes that needed to be incorporated. Throughout our review, we kept the County informed about potential changes to ensure they would be acceptable and consistent with state laws and regulations. Many of the changes identified in Attachments A and B were proposed by the County in response to comments they received.
  
On March 2, 2018, we conditionally approved the County’s comprehensive SMP update with specific required and recommended changes. The changes were based on our review, whether or not the proposed update complied with state laws and rules, and public comments received.

The County sent us notice and agreed to all of our required changes, except one regarding public access listed as change #25 in the Required Changes. For this issue, the County provided alternative language. They also agreed to all our recommended changes. To be consistent with the Inventory and Analysis and to afford more appropriate levels of protection, the County provided some alternative environment designations. For example, the County changed areas in its Rural Designations to Conservancy Designation. We agreed with the County's proposed alternative language. The amended Environment Designations are consistent with applicable guidelines and with the purpose and intent of our original required changes.

Appeals

  • Per RCW 90.58.190(3), an interested party may file an appeal with the Shoreline Hearings Board within 30 days of the publication date of our written notice of final action.
  • We plan to publish the notice of final action in the Omak-Okanogan County Chronicle legal ads on July 11, 2018.
