Bridge Point South Tacoma Warehouse Settlement

Bridge Point Tacoma is developing a 2.5 million square foot warehouse facility in South Tacoma. This project is located on a historically contaminated site. We continue to reach out to the community to share information about the project and our next steps. Community input has also helped to inform our decision-making. We are meeting with local community groups, residents and local and state agencies.

Weatherization for homes in the areas most impacted

We hired Metropolitan Development Council to provide partial weatherization services to residences along the primary truck route (Union Ave). Residents may qualify for some free weatherization measures to help improve air quality in their homes.

Air cleaners and replacement filters

We will be distributing portable air cleaners to homes along the truck route and near the new warehouse facilities.

New air quality monitoring

We have added three new air quality monitor stations near the warehouse. They are located at Fire Station #7, at Oakland High School, and along the truck route on 35th. Tree canopy assessment and tree planting

We have an agreement with the City of Tacoma to plant trees along the primary truck route and in areas highly impacted by the increased diesel truck traffic. A tree canopy assessment will start this summer to help to determine where trees can be planted.

Will I benefit from this program?

It depends where you live. Homes along Union Ave north of Center may qualify for free partial weatherization of their homes. If you rent, the property owner must agree to the work.

Homes along Union and those close to the project perimeter may be eligible for free portable air cleaners. Ecology will work with a vendor to reach out to residents near the warehouse to offer weatherization services and air cleaners. You will be contacted by Metropolitan Development Council later this year if you are eligible for weatherization or air cleaners.

As part of our agreement with the City of Tacoma, we will also be offering free trees to people inside the settlement area.

We are working in phases, focusing on the areas most impacted first. If you are further away from the truck routes but still near the warehouse, you may hear from us later.

Community outreach

We are using the settlement funds to benefit the communities most impacted by the warehouse. To inform how we made decisions about how to distribute these funds, we connected directly with residents living close to the warehouse. We initially focused on the Oakland Madrona Neighborhood (along Union Ave, specifically) as this is the area where the primary truck route is located and where the highest impacts are expected.

In June 2025, we partnered with the local group, Voice Tacoma Creative Media. Their team visited more than 100 homes to talk to residents about how we should spend funding and ask if they had other ideas for reducing project impacts. In addition to these conversations, we sent out a survey by mail and online. Results from this outreach indicated strong support for weatherization to protect indoor air, air cleaners, and tree planting.

Project history

In December 2023, we issued the project coverage under the construction stormwater general permit. We included an administrative order with the project’s permit coverage. This order included conditions Bridge Point Tacoma had to follow to protect water quality when working on a contaminated site, as well as conditions to mitigate air quality and traffic impacts from diesel trucks. Bridge Point Tacoma appealed its permit coverage and the traffic and air-quality related conditions in the administrative order, although both the order and permit coverage remained in effect during the appeal process.

As part of a settlement agreement, Bridge Point Tacoma agreed to withdraw its appeal and pay Ecology $8.95 million to address traffic and air pollution in South Tacoma. We will use these funds to implement protective measures to improve indoor and outdoor air quality and add an air monitoring station in the South Tacoma neighborhoods most impacted by project diesel truck traffic. We are prioritizing residences along the primary truck route along Union Ave.

Frequently asked questions

After we received the settlement late in 2024, we began reaching out to local and state agencies, community groups and residents to find out more about the community, get their input, identify potential partnerships to stretch settlement dollars and determine the best way to spend funds. This included:

City of Tacoma: To hear from the planning department, the language ambassador and the team working on the South Tacoma Neighborhood plan about the results of their outreach and more project details.
Department of Commerce: To gain insight on options for weatherization and to explore a potential partnership.
Tacoma Pierce County Health Department and WA State Department of Health: To gather information about air cleaner distribution already underway and the best air cleaner models to protect indoor air.
Puget Sound Asthma Coalition: To hear more about their community outreach and their air cleaner distribution program.
Asia Pacific Cultural Center: To find out more about the neighborhood and explore ways we could work together.
Metropolitan Development Council: To find out more about weatherization and hear about their experience working with the community.
Puget Sound Clean Air Agency: To hear about their work in the community and to explore a potential partnership for air quality monitoring.
Seaport Alliance: To discuss their truck electrification grant program.
Pierce County: To discuss their weatherization and air cleaner distribution work.
Federal Environmental Protection Agency (EPA): To discuss concerns about air quality impacts, environmental justice concerns and possible partnerships.

At the same time, we connected directly with residents living close to the warehouse. We initially focused primarily on the Oakland Madrona Neighborhood (along Union Ave, specifically) as this is the area where the main truck route is located and where the highest impacts are expected. In June 2025, we partnered with the local group, Voice Tacoma Creative Media, to conduct door knocking. Their bilingual community outreach team visited more than 100 homes and collected information from more than 50 people on how we should spend funding. We also asked if they had other ideas for how to reduce project impacts. In addition to the door knocking, we sent a mailer with a survey and set up an online survey. Results of the survey indicated strong support for weatherization to protect indoor air, air cleaners and tree planting.

Since that time, we have continued to connect with organizations and residents of the South Tacoma area. This has included outreach to South Tacoma Neighborhood Council and other residents in the area. We will continue to seek input on this work moving forward.

This input supported our initial decisions on how to spend funding. We will continue to use community input to shape this program.

We plan to invest the funds into the community to help ease air quality impacts from the project and monitor air quality. Because funds are limited, we will prioritize spending in areas that will be most impacted by truck traffic first, along Union Ave.

We have been engaging with the community living along the primary project truck route, and others to discuss options for how to improve indoor and outdoor air. This reach included state and local agencies, local community groups and those living inside the settlement area.

Based on community feedback, settlement funds will support the following projects:

Establishing new air quality monitoring stations. This includes locations along S 56th Street (at Fire Station #7), Oakland High School and along the truck route on 35th (west of S Tacoma Way). You can help protect your health by checking current air quality conditions.
Performing related, minor home upgrades that improve indoor air quality (partial weatherization) for homes along the Union Ave. truck route (subject to owner approval)
Providing air cleaners and replacement filters to residents along Union and in other areas close to the warehouse.
Partnering with the City of Tacoma to assess and then increase tree canopy along truck routes and other areas in the settlement boundary.

We will continue to gather and consider input from the community when we make decisions about how to spend the settlement funds. The work will be phased, starting along Union Avenue where air quality will be most impacted and then providing resources more broadly as funds are available. The program we implement will be voluntary.

We issued a water quality construction permit and participated in an environmental review process (called the State Environmental Policy Act (SEPA)). Before the project received permits, we submitted comments to the City of Tacoma requesting them to further analyze the project’s air quality impacts.

The water quality permit requires the company to follow certain rules during construction, so it keeps incoming stormwater safe and clean. The permit includes an administrative order that has extra environmental protections the company must follow. Once construction is completed, we may not have any additional permits associated with this project.

We are currently managing the settlement funds, conducting community outreach, making decisions about how to spend funds, and will implement healthy air actions.

Part of Ecology’s early community engagement work focused on finding resources in the community that we could leverage to make the settlement dollars go further. The City has an urban forest green block program already in place and the expertise to help us identify areas for planting and install the trees.

Using their existing program (but expanding it) allowed us to use resources outside of the settlement funds. This work can also move faster because the city has a vendor already under contract to complete the tree assessment and relationships with other local organizations to implement other parts of the work. Ecology and the City have entered into an interagency agreement which will reimburse the city as work is completed.

As with other settlement projects, Ecology will focus resources first in areas most impacted, which is along the Union Ave. truck route. Free trees will also be available to properties throughout the settlement area beyond Union. Ave. The city will reach out to residents if they are eligible for free trees over the next 1-2 years. Yes, we have established three new air quality monitoring stations near the project site. We are planning to collect air quality data before and after the warehouse operations begin. Air quality monitors are located at:

Oakland High School
Fire Station #7 (on S 56th Street)
Along the truck route on 35th Street, west of S Tacoma Way

Specifically, we are now collecting information on common air pollutants such as fine particulate matter (PM 2.5) at all new three locations in addition to oxides of nitrogen (NOx), and black carbon at the station on 35th Street (at the truck route station). Community members can directly access this data from our website.

These new monitoring locations in South Tacoma are part of Ecology, EPA, Tribes, and local clean air agencies network of air monitoring stations to measure air pollution in Washington. Using continuous monitoring data, we let you know when air pollution reaches unhealthy levels. Based on this information, you can change your daily activities to reduce the amount of air pollution you're exposed to.

If you live in the areas of highest impact, along the primary truck route, you likely already received a mailer in June 2025. We also visited homes in this area to talk to residents about the project and gathered input about how to spend funds. We will be reaching out to Union Ave residents again this summer and fall to start with weatherization and air cleaner distribution.
